How to fund your training with OPCO Constructys

The OPCO Constructys is the skills operator for companies in the Building and Public Works (BTP) sector. It supports and funds companies to help develop their employees’ skills and ensure the sustainability of expertise in the sector.

Here are its main areas of intervention:

  • Building: Construction, renovation, building maintenance.

  • Public Works: Civil engineering, infrastructure, development.

  • Materials Trading: Sale and distribution of building materials.

Funding conditions

Constructys funds training for companies with fewer than 50 employees, provided they have contributed sufficiently, which involves understanding the functioning of training contributions.

For companies with more than 50 employees, a specific sector agreement may be required to unlock funding (contact your OPCO directly).

If there is no sector agreement, partial funding can be obtained from the FNE-formation.

To benefit from Constructys financial support, it is crucial to meet the deadlines for submission of applications. Ideally, these should be submitted at least one month before the training starts. However, in some cases, funding approval from the OPCO can be obtained up to two weeks before the training begins.

Once the funding agreement is issued, the training must start on the date indicated in the application. A postponement is possible, but limited to a maximum of three months, and the training must always start within the same calendar year.

Documents to be provided to Constructys

To ensure the smooth running of the training and secure funding, certain documents must be prepared and submitted to Constructys by the training organization and the company. These documents are required both before and after the training.

Before the training:

  1. Distance training program

    • This document outlines the objectives, content, and modalities of the training. It must be provided by the training organization to the company before the training begins for validation.

  2. Training agreement

    • The training agreement, a contract between the training organization and the company, sets out the obligations of each party. It must be handed to the company before the start of the program, then submitted to Constructys for approval.

After the training:

  1. Certification of completion

    • Once the training is completed, this certification confirms that the training has been followed and the objectives have been met. It must be submitted to Constructys to finalize the funding file.

  2. Invoice from the organization to Constructys

    • After the training, the training organization issues an invoice addressed to the OPCO. This document triggers the payment of training fees.

The funding journey

When a company seeks to finance training through an OPCO, several entities are involved in the process.

1. Role of the training organization

  • Proposal and quote: The entity provides the company with a detailed quote for the desired training, accompanied by a training agreement and corresponding educational programs. These documents are essential for the company to build a strong file to submit to the OPCO.

  • Documentation and monitoring: Once the training is validated by the OPCO and executed, the training organization must provide proof of successful program implementation. This includes certificates of completion, an invoice, and any other specific documents the OPCO may additionally request. These documents are then sent to the OPCO to enable payment for the training.

2. Role of the Company

  • Identification of the OPCO: The first step for the company is to identify the OPCO it depends on based on its industry sector.

  • Application submission: With the documents provided by the training organization (quote, agreement, program), the company submits an online funding application to the concerned OPCO. It is crucial that this application be complete and accurate to avoid any delay in validation, especially since typically the request must be made at least 1 month before the training begins.

  • Monitoring and management: The company must also ensure the smooth execution of the training. Once completed, it collaborates with the training organization to provide the OPCO with the necessary documentation, including certificates of completion, attendance, the invoice, and other documents required to finalize payment.

3. Role of the OPCO

  • Analysis and validation: The OPCO receives and analyzes the company's funding request. It ensures the file's compliance, the eligibility of the training, and coherence with legal and sectoral provisions. If the file is incomplete, the OPCO may request additional documents before giving its approval.

  • Coverage: If the request is validated, the OPCO informs the company of the partial or total coverage of training costs, depending in particular on the company's contributions.

  • Follow-up and payment: After the training, the OPCO checks the supporting documents submitted by the company and the training organization. Once compliance is established, it proceeds with payment directly to the training organization or the company, depending on the agreed reimbursement method.
